Abstract: This is a study of the effect of the Federal government attempting to implement a program of land use and housing under Federal regulations within Jefferson, Orleans, St. Bernard and St. Tammany Parishes. The study is designed to give the reader an overview of the 701 - Comprehensive Planning Assistance Program as provided by the Federal government, to explain land use and housing elements, to examine briefly the 701 - Comprehensive Planning Assistance Program for the four parishes as well as make recommendations for changes in the use of land and the selling of housing within Jefferson, Orleans, St. Bernard and St. Tammany Parishes.
