This study examines the effectiveness of the Neighborhood Reinvestment Corporation's (NRC) Neighborhood Housing Services (NHS) program in addressing the problem of neighborhood deterioration. NRC believes in creating local partnerships between residents, local lending institutions and city government to reverse the process of deterioration. The NHS program of the Grant Park community in Atlanta, Georgia is used as a case study of program implementation and operational processes. A review of the program and activities of the Grant Park Neighborhood Housing Services (GPNHS) program provides the basis for formulating the study's factors of analysis: program administration, community relations, counseling services, lending activities, and Atlanta city government involvement. In spite of the success which the study documents, the concluding section casts some doubts as to the general applicability of the program in all inner-city neighborhoods
